Performance Evaluation

Contractors are highly encouraged to provide the program JATC evaluations of apprentices’ on the job performance while employed. An apprentice evaluation form can quickly be submitted online directly to the apprentices’ designated training center (location where the apprentice regularly attends classes).

Hiring Apprentices

All contractors employing a new member with a classification other than journey worker, must be aware that that these new employees must first attend this mandatory orientation/safety training. The course is conducted over a consecutive sixteen hours period held on Friday/Saturday each week.

 

SPONSORING AN APPRENTICE

As an employer hiring an apprentice you are responsible for:

  • Ensuring the apprentice completes the indenture process with the SWMSCTF
  • Tracking and reporting progress
  • Allowing the apprentice to be absent during their technical training

The employer sponsor is the person that commits to employing an apprentice. This person must be authorized to complete and sign the sponsorship letter. All letters are subject to verification.

Once completed, and if the Training Fund has any questions, you will be contacted by a Training Fund Representative.

New Apprentices

Contractors seeking to employ new apprentices (not yet indentured) should first contact the local union/apprenticeship program in their area. The apprenticeship programs maintain list by craft of apprenticeship applicants eligible for indenture and dispatch.

For Private Work

Contractors performing private work that are in need of an apprentice(s) should contact the local union in their area to request a dispatch. Typically, a contractor will need to identify the project location, the desired craft and level of apprentice and the length of the job.

For Public Work

Contractors performing public work that are in need of an apprentice(s), to comply with mandatory journey worker to apprentice ratios, must submit dispatch request in accordance with state/federal requirements. Typically, a contractor will need to identify the awarding agency, project name and location, the desired craft and level of apprentice and the length of the job.

Apprenticeship training Requirements

The term of apprenticeship consists of a range of on the job training hours (OJT) plus mandatory related and supplement training (RSI).

On the Job Training (OJT)

Contractors are required to place apprentices under the supervision of a qualified journey worker to complete the OJT training. In a four year apprenticeship program the term/number of training hours in an apprenticeship program is 5,200 to 8,000. The OJT term is divided into specific hours performed in several work process categories. Apprentices are required to track their work/training hours for each work process in a weekly log referred to as Blue Books. The "blue book" must be verified with a supervisor’s signature.

Related & Supplement Training (RSI)

In most cases a four year apprenticeship program requires sixteen (16) RSI courses that are taught as one week (40 hours) four times each year of the program.

Millwright is a five year apprenticeship program requires twenty (20) RSI courses that are taught as two week (80 hours) twice each year of the program.

States other than Southern California may have variations of this training schedule due to area specific needs. Please contact the Training Center in your area for detailed information.

RESCHEDULE TRAINING

This form should be completed by a signatory contractor or a member who wishes to reschedule training. Approval will only be provided where there are extenuating circumstances. Rescheduling due to work commitments is generally not considered an extenuating circumstance.

What types of training are offered?

  • 2 Hour – Supervisory Training

DFEH does not store or track completion certificates, therefore you will need to print or save the certificate. If you fail to do so, there's no way of getting this information. You will be required to re-take the training.

Forms & Documents

Contractors may submit a Joint Apprenticeship and Training Committee (JATC) evaluation request for new apprentices they feel warrant advanced standing entry at a higher period level. All such requests will be considered by the JATC and approved or denied during the indenture/probation period.
